The Louisville Metro Office of Management and Budget ensures financial integrity by directing, coordinating and monitoring all financial functions of Louisville Metro Government. We assist in developing a fiscally sound budget that is responsive to the community’s needs.

We also:

  • Ensure that vendors are paid for goods and services received by local government
  • Issue payroll for all Metro Government employees
  • Invest cash resources, issue financial statements, and manage property and liability risks. 


Daniel Frockt
Chief Financial Officer

Daniel Frockt is the Chief Financial Officer (CFO) for Louisville Metro. He advises the Mayor’s Office on the financial health of the city along with routine testimony to the Metro Council and public. He leads the Office of Management & Budget (OMB) which is responsible for the city’s finances, including its approximately $800 million annual operating and capital budget. OMB administers procurement, risk management, treasury, accounts payable/receivable, accounting, grants, payroll, financial systems and revenue collection.  

Prior to serving in the CFO role, Daniel was Louisville’s Budget Director for a decade. He also has experience in the gaming industry as a capital and operations analyst as well as the non-profit sector as an education policy advisor for the Texas Association of School Boards (TASB).

He has an MBA from the University of Texas at Austin, a M.Ed. from the University of Washington, and a BA from the University of Pennsylvania. He is a Louisville native.  


Monica Harmon
Director of Finance

As the Director of Finance, Monica L. Harmon manages Metro Louisville’s daily financial operations including accounting, and invoice processing and payments, grants management and compliance, treasury functions including cash collections, investments and billing, payroll, risk and financial systems and other related administrative functions. A key report out to the citizens, investors and public markets is the Comprehensive Annual Financial Report (CAFR). This along with an annual audit, the A-133 and Schedule of Expenditures of Federal Awards (SEFA) is managed by her team. This provides an essential snapshot as to the financial health of the city.  

Monica worked in various managerial roles over the past 30 years both in government and the private sector. Prior to joining Metro, most recently she worked for the City of Jeffersonville, Indiana as Director of Finance and CFO. This was preceded with 20 years in various roles at the Regional Airport Authority of Louisville and Jefferson County followed by 10 years in private industry as Controller and VP of Finance.

She attended Indiana University both in Bloomington and New Albany, Indiana and received her BS in Accounting. Married with two adult children and four grandchildren, she resides in Southern Indiana.  


Joel Neaveill
Director of Procurement

As Director of Procurement, Joel Neaveill provides leadership in planning, purchasing, and contract management with a focus on adherence to state and local procurement laws while implementing policies that increase the efficiency, economy, and equity of Louisville Metro’s purchasing activities. 

Prior to joining Louisville Metro Government, Joel served 16 years in a variety of program development and administrative roles in Kentucky Governor’s Office of Agriculture Policy which advises the Governor on state and national issues and administers grant and loan programs focused on diversifying Kentucky’s agricultural economy.

He is a resident of Louisville and earned a Bachelor of Arts degree from the University of Louisville.  


Aaron Jackson
Director of Budget

Aaron Jackson was appointed Budget Director for Louisville Metro Government in August 2015. In his current role, he is responsible for aligning available resources with the Mayor’s strategic plan. This includes managing the preparation and implementation of Louisville Metro Government’s annual operating and capital budgets. Other duties include monitoring revenues and expenditures of agencies and capital projects and providing ad hoc analysis as requested. Before becoming Budget Director, Aaron served ten years in various roles as an analyst and manager within OMB. He was instrumental in Metro’s Distinguished Budget award presented by the Government Finance Officers’ Association for the last three years (2013-2015). 

Prior to joining Louisville Metro Government, Aaron worked in the banking industry for three years in both the retail division at Commonwealth Bank & Trust and the commercial division at Fifth Third Bank.

Aaron is a native of Louisville and graduated from the University of Kentucky in 2002 with a Bachelor of Science degree in Finance. He also received his Master of Business Administration degree from the University of Louisville in 2003. He and his wife have three children.  


Angela Dunn
Director of the Metro Revenue Commission

Angela Dunn is the Director / Secretary-Treasurer of the Louisville Metro Revenue Commission (LMRC).  She provides executive leadership to the LMRC for the collection of occupational license fees for individuals and businesses, insurance premiums, truck license fees, and transient room tax on behalf of Louisville Metro Government, the Jefferson County Board of Education, the Anchorage Board of Education, and the Transit Authority of River City (TARC).  Prior to her appointment as Director of LMRC, Angela served 12 years in various staff, supervisory and management roles with the Office of Management and Budget’s Finance Department.  Management responsibilities included executive oversight for Accounting, Grants, Risk and Treasury operations, compilation of Louisville Metro’s Comprehensive Annual Financial Report (CAFR) and Schedule of Expenditures of Federal Awards (SEFA), and Louisville Metro’s annual Financial and Federal A-133 audits. 

Prior to her service in government, Angela worked in the banking industry for six years as both a compliance officer for Firstar Bank (now US Bank), and an accounting manager for Members First Federal Credit Union (now Kentucky Telco).

Angela is a native of Louisville, and is married with one child.  She has a Bachelor of Arts in Accounting from Bellarmine University and a Masters in Business Administration from Sullivan University.  


Robin Berry
Director of Records Compliance

Robin is a Louisville, KY native with over 20 years of experience in the public sector. She has served in multiple Louisville Metro Government departments, such as: Codes and Regulations, Office of the Mayor, and the Office of Management and Budget. She received her high school diploma from Atherton high school and graduated from the University of Louisville with a Bachelor of Science degree.  

As the Director of Records Compliance (formerly Open Records & Archives), she oversees the Division of Open Records and the Division of Archives & Records. The Division of Open Records is responsible for the coordination of timely and adequate responses by agencies of Louisville Metro Government to open records requests pursuant to the Kentucky Open Records Act. The Division of Archives & Records is responsible for the maintenance of records, the appropriate destruction of records pursuant to the Louisville Metro Government Records Retention Schedule, and the preservation of the historic records of Louisville Metro Government.

Robin currently serves as Vice President of Public Relations for Toastmasters International/Metro Motivators club and she is a mentor with the Big Brother Big Sisters of Kentuckiana, School to Work program. In her free time, Robin enjoys writing, public speaking and spending time with family and friends.  

Administrative Services
Richard Champion, Executive Manager

Oversees the Administrative Services for OMB which include risk, financial systems and payroll. The management of these functions assures and supports operations across Metro. Risk identifies the potential liabilities and weighs the opportunity versus potential loss assuring Metro is not unduly exposed to unforeseen liabilities. Financial systems works to manage the software necessary to meet all of OMB operational needs frequently partnering with DoIT to assure daily stability and dependability of these key financial operating systems. Payroll sees to the payment of all Metro employees implementing federal, state, local and union requirements as well as employee directed withholdings.  

Business Services
Christina Britz, Executive Manager

Oversees the Accounts Payable team which includes the issuance of purchase orders, invoice processing and vendor relations. As part of the Business Office Services, the Fiscal Administration team provides agency support for all Metro agencies financial services necessary to complete an agency’s primary function.  

Jade Babb, Executive Manager

Oversees the cash operations including banking relations, cash deposits and investments, collections and EMS/health and miscellaneous billings. This role manages and safeguards the cash deposits of Metro to ensure the timely deposit, investment and disbursement of cash in a safe and timely manner.
